Academic Days on Open Government and Digital Challenges on November 04-05, 2025 in Paris, France

On 4 and 5 November 2025, IMODEV organize in the form online and also at the University Paris 1 Panthéon-Sorbonne, the “10th Academic Days on Open Government and Digital Challenges, 10e Journées universitaires sur les enjeux des Gouvernements Ouverts et du numérique”. Under the direction of Irene Bouhadana and William Gilles, this international conference will be the 31th edition of a series of IMODEV international conferences on Information Society Law and Governance.

This 10th edition is the continuation of the first fourth Academic days on Open Government Issues, held in November from 2017 to 2024, and in December 2016, during the week dedicated to the Open Government Global Summit, hosted by France, as chair of Open Government Partnership. These Academic days aim to bring together all of academia concerned with issues related to open government and digital issues by favoring a broad and multidisciplinary dimension.

One of the goals of the open government process is to promote greater transparency and encourage citizen participation and collaboration in government decision-making, but also to promote government accountability. In this perspective, it is important to emphasize the role of citizens, civil society and stakeholders in decision-making to improve government policies.

Since the 2nd edition, the Academic days expressly refer to “digital issues” in the title of the international conference, as digitalization is a major issue for open governments in the information society. Thus, speakers can deliver speeches focused on open government issues, on digital issues or concerning both open government and digital issues.
